Instructional Support Staff By-Laws [January 11, 2007]
The Library Instructional Support Staff shall consist of all non-faculty Library Professionals (SL1-SL4 ranks). All members of the ISS group shall be voting members.

Article 1.
Instructional Support Staff shall be represented in all matters by an elected Professional Executive Committee. The purpose of the Professional Executive Committee shall be to provide support and representation for the ISS in the Library governance structure.

Article 2.
The Professional Executive Committee shall consist of five members elected by the ISS for a term of two years.

Section 1: No member shall serve more than two consecutive terms.
Section 2: All ISS members are eligible to serve on the Executive Committee.
Section 3: Election of new Professional Executive Committee members shall be arranged by the current Professional Executive Committee and voting shall be by secret ballot during the third week of March, during the second year of service.

Article 3.
Responsibilities of the Professional Executive Committee:

Section 1: The five members of the ISS receiving the most votes shall comprise the elected Executive Committee. The Executive Committee members shall elect their own chairperson.
Section 2:The Professional Executive Committee members shall also select representatives to attend the Director's Council, Library Faculty meetings and Library Services Committee meetings, and report discussions from these meetings to the ISS at the following general ISS meeting.
Section 3: Respond to requests by Library Administration for advice on the distribution of available merit/discretionary money for salary increases.
Section 4: Respond to requests by the Library Administration for advice on salary schedules for new Library ISS employees.
Section 5: Assist informally in the resolution of any library related problem brought to its attention by, or concerning, ISS.
Section 6: For any vacant ISS position, one member of the Professional Executive Committee shall be appointed to serve on a search committee. The library personnel officer will inform the Professional Executive Committee during the formation of the search committee and the Professional Executive Committee will select the member who will represent the Instructional Support Staff.
Section 7: One member of the Professional Executive Committee shall be appointed to serve on a search committee for vacant Instructional Support Staff positions.
***** This will not exclude other Instructional Support Staff from being appointed to serve on any search committee.

Article 4.
In the event of vacancies on the Professional Executive Committee, a replacement will be appointed within three weeks if the expired term is less than six months. The vacancy will be filled by the person with the next highest number of votes in the last election. If the unexpired term is more than six months, the vacancy shall be filled by a special election.

Article 5.
The Professional Executive Committee shall meet every two months or as needed. A bimonthly meeting of the ISS should be held in January, March, May, July, September and November. The agenda is to be prepared by the Professional Executive Committee. Special meetings shall be called by the Professional Executive Committee as needed.

Article 6.
Amendments to the By-Laws:

Section 1: Proposals for amendments of these By-Laws may be initiated by: a). A majority of the Professional Executive Committee. b). A petition signed by twenty-five percent of the ISS.
Section 2: Such proposals shall be submitted in writing to the Professional Executive Committee.
Section 3: The Professional Executive Committee shall send copies of such proposals to all ISS and place them on the agenda of a scheduled meeting provided that the proposals have been distributed at least ten days prior to such a meeting.
Section 4: Voting on amendments shall be conducted by ballot or by e-mail within one week after their discussion at the scheduled meeting.
Section 5: Enactment of amendments requires a two-thirds majority vote of the total ISS.

Article 7.
One member of the Library Faculty Executive Committee shall attend ISS quarterly meetings, with voice but no vote.
